Building 4.0 CRC | Helping shape the national conversation
around modern housing delivery
Today’s announcement by the Australian Government supporting the expansion of the “kit-of-parts” housing initiative marks an important milestone, not just for Building 4.0 CRC, but for the future of housing delivery in Australia.
For Codex Communications, the work behind today’s announcement has never simply been about communications. It has been about helping translate one of the most complex and ambitious housing research programs undertaken in Australia into a message that government, industry and the public could understand, support, and ultimately act upon.
Building 4.0 CRC was established as a Cooperative Research Centre, a model designed to bring together government, industry and research to solve long-term national challenges. Supported through a combination of Commonwealth funding and industry investment, the CRC has delivered more than 100 separate research projects exploring how Australia’s building and construction sector can modernise, improve productivity and better respond to future housing demand.
One of the most visible outcomes of this work has been the development of the “kit-of-parts” approach, a long-term research and development initiative born of a partnership with Homes NSW that explores how modern manufacturing, repeatable building systems, and coordinated supply chains could help improve housing delivery over time.
The Challenge for Codex was clear from the beginning: How do you explain something that has never truly existed before?
The work sat across housing policy, manufacturing, construction, supply chains, regulation, productivity, research, government funding and national coordination. It involved multiple jurisdictions, ministers’ offices, public servants, researchers, industry leaders, manufacturers and delivery partners, all with different priorities, language and expectations.
Over time, the strategy evolved from explaining technical construction systems to telling a much broader story:

Helping shape that narrative required far more than media engagement alone. It required an understanding of government processes, timing, stakeholder priorities, political sensitivities, industry readiness, and the broader public conversation around housing affordability and productivity.
Importantly, the work was never owned by one organisation or individual. It was built through partnership.
Codex worked closely alongside the Building 4.0 CRC leadership team, researchers, government stakeholders and industry participants to progressively refine how the initiative was explained, demonstrated and positioned. From messaging frameworks and stakeholder engagement through to strategic communications, media management and narrative development, the process was deeply collaborative.
One of the most important lessons from the engagement was that timing matters. Large-scale reform initiatives often take years of research, relationship building and coordination before the right moment emerges for broader public discussion and government support.
Today’s announcement is not the end of that story.
It is the beginning of a new phase.
As the initiative expands nationally, the communications challenge will continue to evolve alongside the policy, industry, and implementation environment itself. Every state and territory operates differently. Every housing market faces different pressures. Yet across Australia, homes still share common systems, components and delivery challenges.
For Codex, this project reflects the role that strategic communications can play in helping complex national reform ideas move from research and technical development to public understanding, government action, and real-world implementation.
